Prepare a slow cooker with nonstick cooking spray.

Place the chicken breasts into the bottom of the slow cooker.

In a medium bowl, stir together the brown sugar, vinegar, juice, garlic, soy sauce, and pepper.

Pour the liquid over the chicken.

Cover the slow cooker and cook on low for 6 hours.

Whisk together the cornstarch and water.

Add the cornstarch slurry to the slow cooker, stirring in to combine with the cooking liquid.

Allow the sauce to thicken for about 30 minutes.
