1.Preheat oven to 350 degrees, spray donut tins with baking spray or cooking spray and set aside.
2.In a large mixing bowl, sift flour into the bowl along with the sugar, cocoa, baking soda and salt. Whisk when all in the bowl. Set aside for just a minute.
3.In a glass measuring cup, pour in water, vanilla, vinegar, and oil. whisk together.
4.Make a well in the middle of the flour mixture and slowly pour wet ingredients into the middle. Gently stir until all is combined. Try not to over mix but do make sure you dig down to get all the dry flour mixture incorporated into the wet.
5.Using a small cookie scoop or teaspoon, fill donut wells 3/4 to the top. You should get about 8 donuts out of the mixture.
6.Bake for about 11 to 15 minutes. Try not to over bake. Take out after 11 minutes and gently press on top. Should spring back and a toothpick should come out clean or with dry crumbs. Let cool in pan for about 15 minutes then flip over and they should all pop out. Let cool completely on cooling rack, about 20 minutes.
7.To make chocolate glaze, simply place chips and oil into a glass measuring cup and place in microwave for 30 seconds. Take out and stir. Put back in for another 20 seconds. Stir again and if needed put back in for another 15 seconds. Stir until glossy. With the back of a spoon or spatula, spread a thin layer of glaze over each donut. Let set up at room temperature.
8.For glaze, whisk sugar and milk and drizzle with a fork or spoon over each donut. Enjoy the chocolate deliciousness!
